The Office of Rail and Road

Deputy Director, Railway Engineering & Investment

Location: Flexible

Salary: SCS 1, c£90,000

The Office of Rail and Road (ORR) is Britain’s independent economic and safety regulator for railways and the monitor of performance on England’s strategic road network. As rail enters a period of significant reform and transformation, this is a unique opportunity to join a respected, expert organisation at the forefront of shaping the future of the industry.

We are seeking an outstanding engineering leader to become our Deputy Director, Railway Engineering & Investment, serving as ORR’s senior technical authority on railway engineering, asset stewardship, capital investment and infrastructure delivery across Great Britain’s rail network.

Within this high-profile, impactful leadership role, you will be responsible for providing strategic leadership and regulatory oversight of engineering, asset management and capital investment programmes across Great Britain’s railway infrastructure and rolling stock. You will lead the monitoring of Network Rail, London St. Pancras Highspeed and other duty holders against their regulatory and licence obligations, whilst providing authoritative technical advice to the ORR Board and Executive team.

To be successful, you will need to be a Chartered Engineer (CEng) in a related discipline, with senior level experience in infrastructure engineering, fleet engineering, or asset management. You will be an inspirational leader, with experience of leading technical teams in complex engineering environments, whilst also influencing and engaging broad stakeholder communities.

We welcome applications from candidates who have developed their expertise outside the rail sector. Experience gained in other regulated, safety-critical or asset-intensive industries may provide highly relevant and transferable skills.
