The purpose of the Otterpool Park LLP is the delivery of a sustainable new community, including all infrastructure and services, in line with the vision and objectives for the town as set out in the business plan, and fulfilling the primary objective of creating a strong financial return to the council for reinvestment in both the town and the wider district.
To oversee the delivery of the development’s infrastructure, managing the contractual and financial aspects of the programme to enhance value for money and ensure the programme is completed on time, to budget, and in line with Otterpool Park’s vision and objectives.
Main Duties and Responsibilities
To take the lead in planning the overall programme, establishing short and long-term programme objectives.
To coordinate projects and their interdependencies, including aligning deliverables to the overall outcome of the programme.
To define governance and controls to ensure projects are completed to a consistently high standard, within budget, on time, and meet professional standards and industry regulations.
To monitor programme progress and report this on a regular basis to the Managing Director and Board as required.
To take pro-active and corrective actions to resolve problems with the programme as and when they arise.
To manage and utilise resources across projects effectively.
To manage and maintain programme documentation.
Procurement, Contracts & Consultant Management
To oversee the work of the range of developers, contractors and suppliers at all stages of the development.
To work with key stakeholders to undertake feasibility studies, identifying resources required and subsequently taking a lead role in the procurement process, allocating of work to suppliers and consultants and managing those relationships.
To advise on the procurement strategies.
To analyse estimates and costs, collate information and prepare tender documents when procuring contractors through the procurement process.
To negotiate and prepare contract documents and work schedules.
To value completed work, oversee bills and arrange payments.
To provide advice on contractual disputes.
To manage stakeholder communication effectively
Finance & Risk management
To develop regular budgets and schedules to support the programme’s implementation.
To develop funding plans to ensure the programme’s ongoing delivery and success.
To be responsible for the day to day financial management of the programme, keeping track of any variations that may affect costs and performing risk, value management and cost control during construction.
To identify, analyse, manage and develop effective responses to commercial risks.
To create and implement guidelines for evaluating the programmes strengths and where improvement is required.
Work closely with the Managing Director to provide reports on the company’s commercial position along with any risks or opportunities.
Degree or equivalent in Quantity Surveying and/or Project Management
Member of the Royal Institute of Chartered Surveyors (RICS) or equivalent similar professional body within the construction industry.
Significant practical experience of managing similar large and complex projects, including management responsibilities of key client accounts, service delivery and resource planning.
In depth knowledge of the skills of a Quantity Surveying and/or Project Manager and demonstrable ability of providing sound advice on a strategic level through significant practical applied experience.
Experience of main contractor / sub-contractor procurement
Excellent commercial and tender / market awareness.
Excellent understanding of relevant Health & Safety regulations and their implications.
High level of accuracy and attention to detail, with strong numerical and data analysis skills.
Strong written and oral communication skills, including the ability to write clear reports and convey complex information to a diverse range of stakeholders.
Excellent interpersonal skills with the ability to build and maintain excellent working relationships with a range of stakeholders.
Excellent programme and project management skills. Ability to adapt and proactively organise and prioritise work effectively in order to manage a range of projects, meet deadlines and maintain high standards at all times.
Ability to agree and set targets, goals and tasks, measure and monitor progress, and have a track record of delivering results.
Excellent IT skills with the ability to learn design and costing packages as required.
