Interim Head of Financial Management

Interim Head of Financial Management required immediately for a minimum of three days per week for our client, a council in South West England . The person will line manage 4 Finance Business Partners

  • Adult Social Care

  • Children & Families / Public Health

  • Economy, Environment and Infrastructure

  • Community Safety / local Fire and Rescue Service

  • And a Corporate Finance Manager (Financial Accounting, Project Support, VAT and financial support to Corporate Resources Directorate).

The successful candidate will:

 Lead the Medium Term Financial Strategy / Budget Setting process

 Co-ordinate monthly financial monitoring report and write the Cabinet / Lead Cabinet Member Finance Report

 Be the Finance lead in a SAP replacement review

 Lead the on-going Procurement to Pay project

 Review Financial Regulations / Accounting Instructions

 Ensure a consistent approach to financial management across all Directorates

 Finance team development

 Be responsible for the day to day financial management of the Council

The ideal candidate will have the following:

- A qualified accountant

- Extensive local government experience – preferably in County Councils

- Senior level experience – preferably at deputy S151 officer level

- Someone who has led budget-setting process

- Experienced manager

- Project management / sponsor experience
