Our local authority client is seeking to recruit a new Interim Capital Programme Manager to contribute to the overall ambition that the schools 'estates meets current and future pupil needs and supports good or outstanding provision. In particular, this post supports the Head of Service through the preparation, development and implementation of a Capital Strategy and Programme. The Children's Services Capital Programme responds to needs identified in the School's Local Growth and Investment Plan, the SEND Sufficiency Strategy and policy initiatives agreed by elected members. 

The County Council has statutory responsibility to ensure the supply of sufficient school places in response to educational consideration and place planning needs. This includes specialist provision for children with SEND. The Local Authority is planning to commit significant capital funding into development and improvement of the school estate in the next four/five years in order to meet this duty. Some places will be provided through national commissioning led by the DfE. 

The successful candidate will hold significant education or local government management experience with a proven track record of successful project planning and management and team management. You will be able to demonstrate budget management and monitoring and understanding of capital budget processes and management.

You will have robust experience of establishing performance measures and evaluating success against a model of improvement and show successful partnership working with internal and external agencies/organisations.
