Babcock International have partnered with Veredus to support their exciting PMO transformation agenda across its Devonport Royal Dockyard Ltd (DRDL) operations.

Devonport (Plymouth) is the unique maintenance base of the UK’s submarine fleet. Several new engineering challenges are ahead as Babcock prepares for the next 30 years of deep maintenance programmes.

To support the increasing project workload Devonport PMO & Controls team are looking for several experienced project professionals who will act as role models and leaders for the wider PMO and Controls team to take responsibility and ownership of their domains.

Primary Purpose

Devonport Infrastructure is entering a period of major investment with several high-profile projects pending and many more being considered. To support the front-end co-ordination of the early phases Babcock, require an experienced Project Development professional to join their Devonport team.

You will provide the Site Wide Programme Director with the project pipeline of opportunities across all the areas under DRDL Project Delivery. Performing the early phase project development work including proposal submissions, estimating, planning and resourcing for the subsequent handover into the project delivery phase.

To manage and supervise the Project Development team; process ownership, interface with customer groups (Asset Owners / MoD Clients),

Accountabilities

The Head of Project Development is accountable to the Programme Director (Site Wide) for day-to-day planning and establishment of the Project Pipeline and reporting requirements

The Head of Project Development shall be accountable for establishing and coordinating Lessons Learned feedback back into the front end of project development processes.

Principal Tasks and Responsibilities are:

  • To ensure that there is early identification of the project pipeline from both Babcock CapEx Investment and MoD Direct Funded requirements

  • To provide a clear near, medium and long-term forecast of the pipeline and the associated resources to establish comprehensive budget, risk and schedule needs to perform the scoping phases of the projects

  • To generate proposals for formal submission as part of business cases in tendering for new work

  • To lead the development of the proposal phase of the projects and present compelling submissions for investment

  • To provide suitable support and assistance in project set up so that the projects are established in the right manner

  • To coordinate and interface with approval boards to ensure that sign offs are duly authorised in a timely manner

  • To manage and supervise the Project Development team: Risk, Cost, Estimators and Planners to support delivery of the Project Pipeline.

  • Ensure the development of budgets and risk profiles provides the Project Management teams with an ability to perform entire lifecycle delivery

  • Ensure that the delivery strategy is clearly articulated with benefits /outcomes understood and requirements formally recorded.

  • Provide a process of learning capture from the project delivery teams to feed back into the front end of the development team.

Qualifications and Experience Requirements

Ideally:

  • Bachelor’s Degree in related field (or equivalent)

  • Experience or other Hazardous & High Risk environments

  • Successful track record of Management in a senior leadership role within a complex regulated and/or safety-critical environment

  • APM or ChPP professional qualifications (Attained or willing to attain with support)
