Overview

Babcock International have partnered with Veredus to support their exciting PMO transformation agenda across its Devonport Royal Dockyard Ltd (DRDL) operations.

Submarines delivery at Devonport is entering an incredibly exciting period. The current Submarine programme requires significant expansion of our business to meet the demand of the three key programmes, namely the deep maintenance and life extension of the Vanguard Class SSBN, the in-service and deep maintenance of the SSNs (Trafalgar and Astute Classes) and the lay-up, defuel & disposal of the out of service Submarines. With this expansion comes the opportunity for personal and professional development and career progression for talented individuals.

The Submarine output streams at Devonport over the next 5 years will increase two fold(+).

Primary Purpose

We are looking for a people focussed Estimating Manager to join our Submarines Delivery team. You will be part of an exciting transformation across our project management and project controls function, driving world class project delivery performance. We require an experienced estimating professional and leader, to drive forward a contemporary estimating approach, whilst delivering operational estimating capability to some of the most complex engineering projects in the UK.

Accountabilities

  • Lead the development of base line bottom-up and top down estimates to meet project control / forecasting / finance requirements.

  • The production of independent cost estimates aligned to the project schedule, inclusive of the analysis of data, utilising appropriate estimating methodologies, tools and techniques and presenting this information succinctly and effectively.

  • Implementation of standard methods of measurement and estimate maturity assessment and modelling criteria.

  • Establishment and communication of appropriate estimating techniques.

  • Establishment of appropriate estimating norms and conditioning factors.

  • Performance and analysis of utilisation studies and other benchmarking techniques.

  • Developing and maintaining relationships with customers and wider key stakeholders, to enable estimating output delivery, which may include engaging with external Contractors.

Qualifications and Experience Requirements

  • Ideally Bachelor's degree in engineering / project or a related field

Desirable:

  • APM Chartered Professional (ChPP) – attained or willing to attain with support

  • Ideally a member of the Association of Cost Engineers (ACostE)

  • Sound knowledge of the application of recognised EVM & risk management principles

  • Expert knowledge of all industry recognised estimating methodologies

Experience:

Mechanical / Electrical systems estimating bias would be beneficial.

  • Significant technical experience in the field of cost estimating within a complex project/programme environment preferably in a relevant industry sector

  • Significant leadership experience in a cost estimating or project controls environment

  • Experience in justifying complex project estimates of £50-£500M value to internal assurance, clients and government bodies.

  • A strong understanding and interpretation of written engineering specifications and technical drawings; Must have a robust understanding of planning, earned value, progress measurement, cost and change control pre and post contract

  • Experience in the use of commercially available estimating software packages

  • Experience in collection & analysis of actual costs with respect to developing norm and parametric based estimates

  • Experience in preparation of cost plans and estimates in a multi-disciplinary team environment
