The Office of Rail and Road (ORR) is the independent safety and economic regulator for Britain’s railways and monitor of England’s motorways and A roads. Our role is to protect the interests of rail and road users, improving the safety, value and performance of railways and roads today and in the future. We are responsible for ensuring that railway operators comply with health and safety law and for regulating Network Rail’s activities and funding requirements, as well as access to the railway network. We also license the operators of railway assets and publish rail statistics. We are the competition authority for railways in Great Britain and enforce consumer protection law in relation to the railway. As highways monitor, we are responsible for monitoring Highways England’s management of the strategic road network.

We are now looking to appoint a Director of Legal Services to work closely with the General Counsel and lead a team that is highly respected across ORR and beyond. The Director of Legal Services will oversee the delivery of legal advice across all of ORR’s functions, including prosecutions and other health and safety advisory and enforcement work, competition and consumer work and economic advisory and enforcement work as well as handling corporate matters such as employment law advice, IT procurement and litigation. You will also work closely with the other directors and CEO of ORR as a member of the Executive Committee.

You are either a qualified solicitor or barrister with a successful track record of solving complex legal problems as well as the ability to engage and inspire high performing teams. You will be able to demonstrate a broad range of advisory experience, including the ability to operate in a regulatory and commercial environment as well as a strong understanding of public law. You will also possess outstanding analytical skills and judgment, and the ability to supervise the delivery of high-quality policy focused legal advice to senior stakeholders across the organisation.

This role presents a rare career enhancing opportunity that combines complex legal challenges with the chance to lead a high performing team.
