We've sponsored an independent NLGN report into this subject, along with the Leadership Centre for Local Government and the Learning and Skills Council. The report warns that local government faces a potential crises as a third of the workforce are set to retire over the next ten years - and authorities are set of lose significantly higher proportions of senior managers.
The report also warns that local authorities need to response to the rapidly changing policy and operational environment in which they operate. It explores what type of top officers they will need to face the new demands of partnership working, community leadership and delivering services through networks.
The implications for local government organisations are many-fold. In particular, councils need to widen their talent pools and attract people from other sectors in order to ensure a rounded pipeline of people for top team succession. Succession planning is vital - the study identifies specific skills shortages at the top of some of our leading authorities and argues that councils should be encouraged to share talent in order to achieve the best outcomes across the local area.
